The use of this website implies the unconditional acceptance of the terms and conditions below. We recommend reading them carefully. C.N.A.I.R. S.A. reserves the right to modify/update/correct the structure, content, and services at any time or to temporarily suspend its operation, without prior notice.

 

1. GENERAL CONDITIONS FOR USING THE WEBSITE

The website www.erovinieta.ro, referred to throughout these terms and conditions as erovinieta.ro, is the property of the National Company for Road Infrastructure Management S.A. (C.N.A.I.R. S.A.), headquartered at B-dul Dinicu Golescu no. 38, Sector 1, Bucharest, registered with the Trade Register under number J40/552/2004, Sole Registration Code RO 16054368.

erovinieta.ro is a website through which one can:

  • create a unique user account, which can also be used for C.N.A.I.R. - S.A.'s eTarife application (developed for mobile operating systems) for the purposes indicated below;
  • pay the user fee for the national road network in Romania (rovinieta);
  • pay the toll fee for using the bridges over the Danube at Fetești - Cernavodă (peaj);
  • check the validity of a rovinieta as of the current date;
  • check the number of passages made/available for using the bridges over the Danube at Fetești - Cernavodă;
  • download, in electronic format, the documents related to the placed order (invoice and annex). Documents cannot be downloaded from the eTarife application;
  • receive an email notification prior to the expiration of rovinietas with a validity equal to or greater than 30 days paid through this website, provided that the customer expresses consent by checking the box in the user account creation section or in the account profile section.

Note: erovinieta.ro and eTarife cannot be used to pay fees for using road infrastructure in other states.

Accessing/visiting erovinieta.ro is subject to these Terms and Conditions of Use, implies explicit agreement with them, and represents the entire agreement between the parties. The customer agrees to the enforcement of these terms and conditions.

If you do not agree with these terms and conditions, you may access erovinieta.ro for informational purposes only, and not to perform fee payments.

C.N.A.I.R. S.A. reserves the right to modify these terms and conditions of use at any time. Any modification becomes effective immediately upon publication on erovinieta.ro.

Continued access and use of erovinieta.ro constitutes acceptance of these terms and conditions of use and any subsequent modifications.

 

2. INTELLECTUAL PROPERTY RIGHTS

C.N.A.I.R. S.A. is the owner of erovinieta.ro. Photographs, texts, slogans, drawings, images, and all works integrated into this website are the property of C.N.A.I.R. S.A. or third parties that authorized C.N.A.I.R. S.A. to use them.

 

3. ACCESS TO INFORMATION AVAILABLE ON erovinieta.ro

C.N.A.I.R. S.A. grants customers limited, personal access to erovinieta.ro and does not grant the right to modify, reproduce (in whole or in part), copy, sell/resell, or exploit the website in any manner for commercial purposes or contrary to C.N.A.I.R. S.A.'s interests.

Performing or attempting unauthorized operations on this site—including but not limited to misuse, fraudulent use, unauthorized access, modification, data copying for unauthorized use, or access blocking—will be treated as attempted fraud of erovinieta.ro and will lead to criminal complaints/prosecution against the perpetrator.

The content of erovinieta.ro may not be copied, reproduced, transferred, uploaded, published, or distributed in any way without prior written consent from C.N.A.I.R. S.A., except for printing page extracts strictly for personal use.

 

5. DEFINITIONS

  • SIEGMCR – IT system for issuing, managing, monitoring, and controlling the rovinieta, owned by C.N.A.I.R. S.A., allowing electronic logging of user and bridge toll payments, vehicle data management, and validity tracking for rovinietas and tolls (peaj).
  • User fee – A specific fee whose payment grants a registered vehicle the right to use Romania's national road network over a given period.
  • Rovinieta – The electronic entry in the SIEGMCR database certifying payment of the user fee.
  • National road network in Romania – The national road network and roads of national interest as defined under Art. 6 para. (1) of Government Ordinance no. 43/1997 on road regulations (republished, amended, and supplemented), excluding national road segments located within municipality administrative limits between entry/exit boundary signs.
  • Toll fee – A specific fee paid for a registered vehicle based on the distance traveled across a road segment, bridge, tunnel, or mountain pass within Romania's national road network, and according to vehicle classification.
  • Peaj (Toll) – The electronic entry in the SIEGMCR database certifying payment of the toll fee for the Danube bridges at Fetești – Cernavodă.
  • Passage – A single, one-way crossing of a road segment, bridge, tunnel, or mountain pass on the national road network subject to a toll fee.
  • Customer – The natural or legal person owning assets/patrimony who pays the user fee or bridge toll fee via erovinieta.ro.
  • Order – An electronic dataset entered/validated on erovinieta.ro by the customer to initiate the issuance of a rovinieta or toll, confirm agreement to the website terms and conditions, and complete payment. Upon order completion, erovinieta.ro generates and uploads proof of payment and issuance documents (invoice and annex) to the customer account.

 

5. LIMITATION OF LIABILITY

Customers use erovinieta.ro at their own risk. C.N.A.I.R. S.A. is exempt from liability for direct or indirect damages arising from accessing, using, or relying on information provided on erovinieta.ro. C.N.A.I.R. S.A. is not liable for errors or omissions in the text or presentation of site materials.

 

6. DATA PRIVACY

Information provided by customers is used strictly to fulfill the objectives of erovinieta.ro: fee collection, issuing rovinietas and tolls (peaj), checking rovinieta validity, monitoring available/completed bridge passages, downloading transaction documents, and sending expiration email alerts for rovinietas valid for 30 days or longer.

C.N.A.I.R. S.A. is registered as Personal Data Controller no. 16562. Pursuant to Law no. 677/2001 and Law no. 506/2004 (as amended and supplemented), C.N.A.I.R. S.A. is legally obligated to manage your personal data securely and exclusively for specified purposes.

The rights, obligations, and legal effects of these terms and conditions are governed by current Romanian law. Accepting these terms and conditions constitutes express and unequivocal consent to process your personal data for the stated purposes.

Attempts to access another user's personal data, alter site content, or impact the server running erovinieta.ro will be treated as attempted fraud, subject to criminal prosecution by C.N.A.I.R. S.A.

 

7. REGISTRATION / USER ACCOUNT, PASSWORDS, AND RESPONSIBILITIES

Accessing site features requires creating an account with a valid email address and password. Registration is free and restricted to individuals with full legal capacity (minors are strictly prohibited). All registration data must be complete and accurate.

Customers must maintain password confidentiality. C.N.A.I.R. S.A. is not liable for errors caused by customer negligence regarding account credentials and will never request passwords via email or phone.

Each customer may create only one account per email address. Accounts are non-transferable. The same credentials allow logging into and using the eTarife mobile application.

 

8. PAYMENT AND PAYMENT CONDITIONS

erovinieta.ro automatically deactivates accounts left inactive for extended periods. Customers can reactivate their accounts at any time. An active user account is required to perform payments.

Payments can be executed:

a) By adding a vehicle to a custom managed list. Adding a vehicle to this list requires the following information:

  • License plate number;
  • Country of registration;
  • Vehicle Identification Number (VIN / chassis number);
  • Registration certificate number.

b) Without saving the vehicle to a custom list, requiring only the following information:

  • License plate number;
  • Vehicle Identification Number (VIN / chassis number);
  • Country of registration.

By placing an order, the customer accepts C.N.A.I.R. S.A.'s electronic processing and communication procedures. Orders must contain accurate data including:

  • Rovinieta requests: License plate, VIN, country of registration, vehicle category under Government Ordinance no. 15/2002, validity duration, and start date.
  • Toll (peaj) requests: License plate, VIN, country of registration, vehicle category under Order no. 1836/2018, and requested number of passages.
  • Billing details: Set during account creation (editable in the account profile).

Note:

  1. For legal entities, both during account creation and when placing an order through erovinieta.ro, the company status is checked against the National Trade Register Office database based on the CUI provided by the customer. If the company is no longer active, payment for the rovinieta/peaj is not possible.

  2. Since registration with the Trade Register is not required for certain liberal professions or professions carried out under special laws, payment of the rovinieta and peaj cannot be made through erovinieta.ro.

Once an order has been completed, the customer may no longer withdraw it, the order being final and enforceable, and payment being mandatory.

The customer may place an order on erovinieta.ro by adding the desired rovinietas or peajes to the shopping cart, which will be completed only upon payment using a valid bank card.

Adding rovinietas or peajes to the shopping cart without completing the order does not result in their activation or, consequently, their validity.

C.N.A.I.R. S.A. will cancel an order initiated by the customer without any subsequent obligation of either party toward the other, and without either party being entitled to claim damages from the other, in the following cases:

  • rejection of the transaction by the issuing bank of the card used by the customer;
  • invalidation of the transaction by the card processor approved by C.N.A.I.R. S.A.;
  • the data provided by the customer on erovinieta.ro is incomplete and/or incorrect.

The invoice related to the completed order will be issued based on the information provided by the customer, as entered when creating the account or as subsequently updated/modified in the relevant section of erovinieta.ro.

C.N.A.I.R. S.A. is not responsible and cannot be held liable for the provision by the customer of incorrect, incomplete, and/or inaccurate data.

Customers are advised to verify the information provided to C.N.A.I.R. S.A., based on which the invoice for the orders will be issued.

Rovinietas and/or peajes will be issued only after the amount corresponding to the order has been debited from the customer's bank account, and the start date of their validity may not precede this date.

For rovinieta, if the validity start date is the current day, its validity begins at the time the payment processor approved by C.N.A.I.R. S.A. confirms completion of the transaction.

Issued rovinietas and/or peajes cannot be canceled, and their value may only be refunded under the conditions set out in the Methodological Norms for the application, by the National Company for Motorways and National Roads in Romania - S.A., of the user fee, approved by Order no. 1463/2018 of the Minister of Transport, as amended and supplemented.

erovinieta.ro does not allow orders to be initiated or completed between 23:50 and 00:05.

 

9. BRIDGE PASSAGE VERIFICATION

Because automated License Plate Recognition (ANPR) systems operate at roughly 95% accuracy, unread plates enter manual verification queues before records update. Customers are advised to maintain independent passage records.

Only Romanian-registered vehicles can be verified through erovinieta.ro.

 

10. CNAIR OBLIGATIONS

CNAIR issues products strictly according to submitted order data following payment confirmation.

The customer will find the invoice and annex in the account created on erovinieta.ro.

The customer will receive details regarding the payment made from the payment processor approved by CNAIR S.A. at the email address used to create the erovinieta.ro account.
