According to LAW no. 226 of 14 July 2023 on the application of road tariffs on the national road network in Romania, STRR provides SETRo users with access to SETRE starting from 15 January 2027.

Art. 14 para. (1) and para. (2) let. c) corroborated with Art. 12 para. (9).
(1) CNAIR is designated as the entity that charges and collects TollRo.
(2) CNAIR establishes the amount of TollRo due and collects the corresponding amount:
c) from the user of the SETRE Romania domain, in the case of using the application provided for in Art. 12 para. (7) let. c), on the basis of data collected from it.
The user of the mobile application has the obligation to start the mobile application before commencing travel on the SETRE Romania domain, to correctly declare the data regarding the vehicle / vehicle combination, to top up/load into the mobile application the amounts necessary to pay TollRo and, as the case may be, to top up the required amounts during the journey, so as to constantly maintain sufficient funds in the account for the payment of TollRo;
The user must ensure the permanent and proper operation of the mobile application throughout the entire duration of the use of the SETRE Romania domain, by monitoring and fulfilling, in the case of the mobile device, the following technical conditions: maintaining an optimal battery charge level, activating and ensuring the continuous operation of the mobile data service, activating and ensuring the continuous operation of the geolocation service (GPS), and activating the automatic update of the time and time zone.
The user must constantly monitor the alerts generated by the mobile application and stop the application upon completion of the journey, at the moment of discovering an initial erroneous declaration of information regarding the vehicle / vehicle combination, or upon observing changes to the vehicle / vehicle combination configuration that modify any of the initial information regarding the vehicle / vehicle combination.

Art. 12 para. (2), para. (3) and para. (7) let. c).
(2) TollRo is established according to:
a) the unit tariff; and
b) the distance covered on a road section of the SETRE Romania domain expressed in whole kilometre
units.
(3) TollRo is calculated by multiplying the unit tariff by the distance covered.

Starting from 1 October 2026, TollRo is introduced, which applies on the SETRE Romania domain to all
registered vehicles used thereon, designed and constructed for the transport of goods with a maximum
authorized total mass (MTMA) greater than 3.5 tonnes, and which is collected through the STRR. Mixed
transport vehicles are assimilated, from the perspective of TollRo, to goods transport vehicles.
TollRo applies on the basis of a single-passage route ticket, issued through computer applications
interconnected with the STRR. The route ticket shall be paid prior to performing the passage;

(7) TollRo may be paid:
c) through a mobile application made available to users, free of charge, by CNAIR.

(3) For the purpose of the proper payment of TollRo on the basis of the route ticket, users of the SETRE
Romania domain have the following obligations:
c) to use the passage within 72 hours from the declared date and time. Upon expiry of this time limit,
the route ticket loses its validity, regardless of whether the route has been covered in whole or in part.

(3) For the purpose of the proper payment of TollRo on the basis of the route ticket, users of the SETRE
Romania domain have the following obligations:
a) to correctly declare the data regarding the vehicle, in accordance with the information entered in its
registration certificate;
b) to uniquely identify the passage by establishing the date of the journey, the point of origin, the
intermediate points, and the destination point of the transport;
The road toll applies to Romania’s national road network, except for sections of national roads located within the built-up areas of municipalities, between the signs marking entry into and exit from these areas.

Art. 10.
(1) In the event of a change in the user of the vehicle, the vignette retains its validity.
(2) In the case of vehicles registered in Romania, upon assignment of another registration number, the
vignette retains its validity. The Directorate-General for Driving Licences and Vehicle Registration shall
ensure, on the basis of a protocol, daily access of CNAIR to data relating to the change of registration
numbers in the National Register of Driving Licences and Registered Vehicles.
(3) In the event of registration of the vehicle in another country, the vignette retains its validity only
under the condition that the user informs CNAIR in writing regarding the change of the registration
number in order to record the modification in the database of the SER.

Art. 9.
(1) The following vehicles are exempted from the payment of the vignette:
a) owned or, as the case may be, used under a legal right, according to the data entered in the vehicle
registration certificate, by:
(i) units of the Ministry of National Defence;
(ii) units of the Ministry of Internal Affairs;
(iii) units of the Romanian Intelligence Service;
(iv) units of the Foreign Intelligence Service;
(v) units of the Protection and Guard Service;
(vi) units of the Special Telecommunications Service;
(vii) the National Administration of Penitentiaries and its subordinate units;
(viii) community public services for emergency situations, regulated by Government Ordinance no.
88/2001 on the establishment, organization, and operation of community public services for emergency
situations, approved with amendments and additions by Law no. 363/2002, with subsequent
amendments and additions;
(ix) the National Company for Road Infrastructure Administration - S.A. and its subunits;
(x) the State Inspectorate for Road Transport Control;
(xi) the Romanian Red Cross National Society;
b) provided as being exempted under international agreements and treaties to which Romania is a
party;
c) used in local public passenger transport by regular services;
d) authorized to perform school transport;
e) ambulance-type vehicles owned by public authorities/entities.
(2) The vehicles provided for in paragraph (1) point a) items (viii)–(xi) and points b)–e) are exempted
from the payment of the user charge only if they are registered, as exempted vehicles, in the database
of the SER.
(3) The vehicles provided for in paragraph (1) point a) items (i)–(vii) are exempted from the payment of
the vignette only if they are marked, by the Directorate-General for Driving Licences and Vehicle
Registration, in the National Register of Driving Licences and Registered Vehicles, as exempted from the
payment of the user charge.
(4) The obligation to request the marking/removal of vehicles in/from the National Register of Driving
Licences and Registered Vehicles and, as the case may be, the registration/removal in/from the
database of the SER rests with their holders.
(5) The countervalue of the roviniete issued, on the basis of the request submitted to CNAIR by the
Ministry of Internal Affairs, through the Department for Emergency Situations, for vehicles carrying out
transport operations within civil protection missions or humanitarian missions on the territory of
Romania or transiting Romania for this purpose, shall be reimbursed biannually to CNAIR by the Ministry
of Transport and Infrastructure, from the amounts allocated from the state budget, provided with this
destination in the annual budget laws, on the basis of the statement submitted by the 15th day of the
first month of each semester, for the preceding semester.
(6) The request provided for in paragraph (5) shall include the list of vehicle registration numbers,
accompanied by copies of their registration certificates, as well as the period of execution of the
transport operations on Romanian territory.

(4) The validity period of the vignette begins at 00:00 of the first day and expires at 24:00 of the last day
of the period for which it was paid.
(5) By way of exception to the provisions of paragraph (4), if the start day of the validity period of the
vignette is the current day, its validity begins at the time of recording the payment information of the
vignette in the database of the SER and expires at 24:00 of the last day of the duration for which it was
paid

Art. 5 para. (2) and para. (2^1)
(2) The vignette shall be paid prior to the use of the national road network in Romania and is structured
according to the duration of its use, as follows: one day, 10 days, 30 days, 60 days, and 12 months. The
daily tariff shall not exceed 9% of the tariff for 12 months, the 10-day tariff shall not exceed 12% of the
tariff for 12 months, the 30-day tariff shall not exceed 19% of the tariff for 12 months, and the 60-day
tariff shall not exceed 30% of the tariff for 12 months.
(2^1) By way of exception to the provisions of paragraph (2), users of vehicles registered in Romania
may pay the vignette for the current day no later than 24:00 of the following day.
(3) The payment and issuance of the vignette may be carried out at most 30 days prior to the start date
of its validity.

(4) In the event of deregistration of the vehicle from circulation, CNAIR shall refund to the user, upon
their written request, the countervalue of the vignette corresponding to the period of non-use

(3) In the event that data regarding classification into a pollutant emissions class cannot be provided, the
vehicle shall be classified under emissions class Euro 0.
