Find answers to the most frequently asked questions to quickly access the information you need.
1. Service Contract: The user enters into a commercial contract with an authorized SETRE provider (an electronic road toll service provider authorized by CNAIR).
2. OBE Equipment: The SETRE provider makes a valid OBE device available to the user, configured for the respective vehicle.
3. Settlement of the Payment Obligation: Payment of the TollRo fee to the SETRE provider (based on periodic/postpaid billing) constitutes full settlement of the user’s payment obligation towards CNAIR.
The electronic tolling system operating under a postpaid model enables the automatic recording of the kilometers traveled on the Romanian SETRE network through an on-board unit (OBE) installed in the vehicle.
The vehicle’s presence on the road network is detected using satellite positioning technology (GNSS) and remote communication between the OBE device and STRR. The system is fully interoperable at European level through the European Electronic Toll Service (EETS).
To ensure the journey is recorded correctly and to avoid penalties for non-payment, the user has the following legal obligations:
• Data Preparation and Configuration:
Provide the SETRE provider with accurate user and vehicle information.
If the vehicle’s emissions class is not explicitly stated on the vehicle registration certificate, the user is required to configure the OBE to EURO 0.
Immediately and dynamically update the vehicle’s weight information (MPW) in the OBE before or during the journey (for example, when coupling or uncoupling a trailer), so that the equipment data reflects the actual vehicle configuration.
• Operation of the On-Board Equipment:
Ensure uninterrupted operation of the OBE device throughout the vehicle’s entire journey on the Romanian SETRE network.
Use the equipment exclusively in accordance with the SETRE provider’s instructions.
• Incident Management:
Travel restriction: The vehicle must not continue traveling on the tolled network if the OBE equipment malfunctions or is damaged during the journey.
Theft / Loss: In the event of theft or loss of the device, the user must immediately notify the SETRo provider so that the OBE can be added to the invalidation list. Any toll incurred through unauthorized use of an OBE reported as lost or stolen remains the user’s responsibility until the provider has been notified.
Post-Journey Corrections: If an OBE configuration error is identified at the end of the journey, the user must immediately notify the SETRo provider so that the TollRo fee can be recalculated correctly.
According to the provisions of Government Ordinance No. 15/2002, as subsequently amended and supplemented, the following vehicles are exempt from paying the road network usage fee (rovinieta):

Starting from October 1, 2010, the vehicles mentioned above are exempt from paying the road network usage fee only if they are registered as exempt vehicles in the SIEGMCR database.
In order to obtain an exemption from the road network usage fee for the vehicles provided for under Article 3(1)(a)(viii)–(xii) and (b)–(e) of the Ordinance, their users are required to provide CNAIR SA, under their own responsibility, with a list of the vehicles’ registration numbers, accompanied by copies of their registration certificates.
In addition to the documents specified above for each vehicle, users are also required to provide copies of:
a) the certified copy of the Transport Certificate for own-account road passenger transport and, where applicable, proof of the use, under any legal title, of these vehicles, in the case of vehicles authorized for school transportation;
b) the route license, in the case of vehicles used for local public passenger transport through regular services.
The vehicles referred to in points a) and b) are exempt from paying the road network usage fee for the period of validity of the documents submitted.
For the vehicles provided for under Article 3(1)(a)(i)–(vii) of the Ordinance, their users shall submit to the General Directorate for Driving Licenses and Vehicle Registration (DGPCI) a list of the vehicles’ registration numbers, for the purpose of marking them in the National Register of Driving Licenses and Registered Vehicles as vehicles exempt from paying the road network usage fee and the toll.
Users of the vehicles referred to in paragraph (1) are required to notify CNAIR and, respectively, DGPCI, under their own responsibility, of any changes concerning vehicles that they own or, as applicable, are legally entitled to use.
Users may not consider a vehicle exempt from paying the fee until CNAIR has provided written confirmation that the vehicle has been included in the database or, as applicable, that the database has been amended.

If there is a road toll (rovinieta) in SIEGMCR for the registration number in question and it is still valid, it will be considered valid for your vehicle only if the vehicle identification number (VIN/chassis number) for which the road toll was issued is the same as the identification number shown on the registration certificate of your vehicle, and the existing road toll in SIEGMCR was issued for the same type of vehicle as yours.
If the two identification numbers do not match, or the type of vehicle you own differs from the type of vehicle for which the existing road toll in SIEGMCR was issued, the existing road toll is NOT considered valid for your vehicle, and the operator is required to issue the road toll you requested.
NO
The only circumstances under which the road toll (rovinieta) fee can be refunded are those specified in the answer to Question No. 8.
For both Romanian and foreign users, if the vehicle’s registration number is changed, the road toll (rovinieta) remains valid only if the vehicle identification number (VIN/chassis number) was correctly entered when the road toll was issued.
If the vehicle identification number was not entered or was entered incorrectly when the road toll was issued, and the vehicle’s registration number is subsequently changed, the user must submit a written request to CNAIR SA to have the registration number amended in the SIEGMCR database.
To have the registration number amended, the user must visit one of CNAIR SA’s local offices with the following documents:
a) A written request, using the form available on CNAIR SA’s website;
b) A copy of the vehicle identification card (CIV) and the original document, for verification purposes.
The request will be checked on the spot and, if justified, the registration number will be amended in the database.
Once the registration number has been amended in the database, the CNAIR SA local office will issue, through SIEGMCR, a document confirming the amendment and the validity of the road toll for the new registration number, in two copies:
a) One copy will be given to the applicant;
b) One copy will be signed by the applicant and retained by the CNAIR SA local office.
Romanian users may also submit a written request to CNAIR SA to have the registration number amended. The request, completed using the form available on CNAIR SA’s website, must be submitted together with a copy of the vehicle identification card. Based on these documents and following verification against the registration authority’s database, if the request is justified, the registration number will be amended in the database within a maximum of 5 working days from the date the request is registered with CNAIR SA.
Users will be notified in writing by CNAIR SA of the outcome of their request within a maximum of 5 working days from the date the request is registered with CNAIR SA.
You can currently purchase a road toll (rovinieta) by SMS if you have a mobile phone subscription or prepaid SIM card with Orange, Vodafone, Telekom, or RCS&RDS.
To purchase a road toll by SMS:
Send a text message to 7500 containing the vehicle’s registration number, vehicle type according to the classification set out in Annex No. 1 to the Ordinance, and the requested validity period, as follows:
For passenger cars (A) and goods vehicles with a maximum permissible gross weight (MPW) of 3.5 tonnes or less (B), send:
a) the vehicle’s registration number and type (A or B), followed by 1 for a road toll valid for 1 day.
Example: B00AJVA1or
b) the vehicle’s registration number and type (A or B), followed by 10 for a road toll valid for 10 days.
Example: B00AJVA10For all other vehicle categories (C–H), send the vehicle’s registration number and vehicle type (C–H) for a road toll valid for 1 day.
Example: B00AJVCYou will receive a text message informing you that the road toll will be issued based on the information provided in the previous step.
Confirm the issuance of the road toll by replying with YES.
You will receive a confirmation text message containing the details of the issued road toll.
IMPORTANT: If, after receiving the SMS confirming the issuance of the road toll, you receive another SMS stating: “The road toll was not issued. The road toll issuance confirmation SMS could not be delivered. Please restart the road toll issuance process.”, this means that the transaction could not be charged by the mobile network operator and the road toll is not valid.
When you visit one of the points of sale operated by distributors authorized by CNAIR SA to collect the road network usage fee (road toll/rovinieta), you must provide the following information in order to purchase the road toll:
provide the distributor’s staff with the vehicle’s registration number exactly as shown on the vehicle registration certificate;
provide the vehicle identification number (VIN/chassis number) for road tolls valid for 30 days, 60 days, or 12 months, when requested;
provide the vehicle type, according to the classification set out in Annex No. 1 to Government Ordinance No. 15/2002, as subsequently amended and supplemented.
After you provide the required information, the distributor’s staff will issue a document called a “partner copy”, which will be handed to you so that you can check that all the information entered is correct and certify its accuracy by signing the document.
If you notice that the information entered does not match the information you provided, return the unsigned partner copy to the distributor’s staff and request that a new document be issued with the correct information.
In this situation, the distributor’s staff is required to issue a new “partner copy.”
If the information shown on the “partner copy” is correct, you must sign the document. The distributor’s staff will then provide you with the “customer copy” of the road toll, which certifies that the road toll has been registered in the SIEGMCR database and which you should keep.
For both vehicles operating with temporary registration plates (red plates) and registered vehicles (holding a registration certificate rather than a vehicle registration certificate), the road toll (rovinieta) does NOT have to be paid.
YES.
If the vehicle registration certificate lists both the registered holder and the user of the vehicle, the contravention notice will be issued in the name of the user.
Only if the vehicle registration certificate does not include the user's details will the contravention notice be issued in the name of the registered holder (the leasing company).
- YES
Driving without a valid toll constitutes a contravention and is punishable by a contravention fine.
Amounts collected from fines imposed for failure to pay the toll do not constitute income for CNAIR SA. Instead, they are allocated in full to:
local budgets, in the case of fines imposed on individuals;
the state budget, in the case of fines imposed on legal entities.
Fines are payable as follows:
Fines allocated to local budgets – these may be paid into the dedicated accounts opened with local public administrations*, at their cash desks, or at other public institutions authorized to administer these local budget revenues. They may also be paid online using payment methods administered, authorized, or accepted by local public administrations (e.g. Ghișeul.ro, if the institution to whose account the individual intends to make the payment is registered on the platform).
Fines allocated to the state budget – these may be paid into the dedicated accounts opened with State Treasury units, at institutions authorized by the State Treasury to collect such fines, or online using payment methods administered, authorized, or accepted by State Treasury units.
* Although fines may be paid into dedicated accounts opened with any local public administration in Romania, regardless of the locality in which it operates, the offender's citizenship, domicile or residence, or the place where the contravention was committed, it is recommended that individuals pay the fine into the dedicated accounts of the local public administration where they are domiciled.
Under these circumstances, since CNAIR SA does not manage these accounts or online payment methods, it cannot indicate in the contravention notices issued for failure to pay the toll:
the dedicated accounts of local public administrations into which individuals may choose to pay their fines;
the dedicated accounts of State Treasury units into which legal entities must pay their fines;
the online payment methods administered, authorized, or accepted by local public administrations and State Treasury units through which individuals and legal entities, as applicable, may pay their fines.
If the toll was issued for an incorrect registration number and the registration number was not correctly amended within 60 minutes of issuance at the point of sale where the toll was purchased, the user may request that CNADNR S.A. correct the registration number in its database.
The request must be submitted in original form to CNADNR S.A., using the standard form available on the www.cnadnr.ro website, under Fetești Toll (E-Tarif) – Request to Change an Incorrect Registration Number, together with:
a) a copy of the customer copy document issued for the incorrect registration number;
b) a copy of the vehicle registration certificate or vehicle identification card showing the correct registration number;
c) a copy of the payment document.
Based on the documents listed above, CNADNR S.A. will correct the registration number if one of the following conditions is met:
a) The vehicle identification number indicated on the customer copy document matches the vehicle identification number shown on the registration certificate or vehicle identification card submitted by the user;
b) In the document issued by the distributor, in the case of Romanian users, the vehicle identification number is not indicated, and according to the records of the Directorate for Driving Licenses and Vehicle Registration, the registration number entered on the document was not assigned to a vehicle on the date the toll was issued;
c) In the document issued by the distributor, in the case of Romanian users, the registration number corresponds, according to the records of the Directorate for Driving Licenses and Vehicle Registration, to a vehicle for which payment of the toll is not legally required;
d) In the document issued by the distributor, in the case of foreign users, the registration number entered when the toll was issued contains an error of no more than two characters, and the vehicle identification number is also indicated.
