According to the provisions of Government Ordinance No. 15/2002, as subsequently amended and supplemented, the following vehicles are exempt from paying the road network usage fee (rovinieta):

• Vehicles owned or, as applicable, legally used, according to the information recorded on the vehicle registration certificate, by:

  • units of the Ministry of National Defence;

  • units of the Ministry of Internal Affairs;

  • units of the Romanian Intelligence Service;

  • units of the Foreign Intelligence Service;

  • units of the Protection and Guard Service;

  • units of the Special Telecommunications Service;

  • the National Administration of Penitentiaries and its subordinate units;

  • public community services for emergency situations, regulated by Government Ordinance No. 88/2001 regarding the establishment, organization, and operation of public community services for emergency situations, approved with amendments and supplements by Law No. 363/2002, as subsequently amended and supplemented;

  • the National Company for Road Infrastructure Management – CNAIR SA and its subordinate units;

  • the State Inspectorate for Road Transport Control;

  • the Romanian Red Cross National Society;

  • public authorities/entities classified as ambulance services;

• Vehicles owned, according to the information recorded on the vehicle registration certificate, by the National Administration of State Reserves and Special Issues and its subordinate territorial units;

• Vehicles exempted under the international agreements and treaties to which Romania is a party;

• Vehicles used for local public passenger transport through regular services;

• Vehicles authorized for school transportation.

Starting from October 1, 2010, the vehicles mentioned above are exempt from paying the road network usage fee only if they are registered as exempt vehicles in the SIEGMCR database.

In order to obtain an exemption from the road network usage fee for the vehicles provided for under Article 3(1)(a)(viii)–(xii) and (b)–(e) of the Ordinance, their users are required to provide CNAIR SA, under their own responsibility, with a list of the vehicles’ registration numbers, accompanied by copies of their registration certificates.

In addition to the documents specified above for each vehicle, users are also required to provide copies of:

a) the certified copy of the Transport Certificate for own-account road passenger transport and, where applicable, proof of the use, under any legal title, of these vehicles, in the case of vehicles authorized for school transportation;

b) the route license, in the case of vehicles used for local public passenger transport through regular services.

The vehicles referred to in points a) and b) are exempt from paying the road network usage fee for the period of validity of the documents submitted.

For the vehicles provided for under Article 3(1)(a)(i)–(vii) of the Ordinance, their users shall submit to the General Directorate for Driving Licenses and Vehicle Registration (DGPCI) a list of the vehicles’ registration numbers, for the purpose of marking them in the National Register of Driving Licenses and Registered Vehicles as vehicles exempt from paying the road network usage fee and the toll.

Users of the vehicles referred to in paragraph (1) are required to notify CNAIR and, respectively, DGPCI, under their own responsibility, of any changes concerning vehicles that they own or, as applicable, are legally entitled to use.

Users may not consider a vehicle exempt from paying the fee until CNAIR has provided written confirmation that the vehicle has been included in the database or, as applicable, that the database has been amended.

CNAIR SA will refund, at the user’s request, the amount paid for the road toll (rovinieta) in the following situations:

13.1. Vehicle deregistration as a result of:

a) the vehicle being permanently withdrawn from circulation and stored in an appropriate facility, in accordance with the law;

b) dismantling, scrapping, or handing the vehicle over to a specialized facility for dismantling;

c) the vehicle being permanently removed from Romania;

d) the vehicle being reported stolen.

The user must send the following documents by email to venit@andnet.ro, by fax to 021/264.34.82, or by post to CNAIR SA – B-dul Dinicu Golescu, no. 38, Sector 1, Bucharest:

Romanian individuals/legal entities:

• a refund request (using the form available on www.cnadnr.ro);

• a copy of the vehicle deregistration certificate issued by the Community Public Service for Driving Licenses and Vehicle Registration;

• a copy of a document issued by the competent authorities indicating, as applicable, the date of the road accident that resulted in the destruction of the vehicle, the date the vehicle was handed over to a specialized dismantling facility, or the date the theft was reported to the competent authorities;

• a copy of the user’s identity card or ID document – for individuals.

Foreign individuals/legal entities:

• a refund request (using the form available on www.cnadnr.ro);

• authorized Romanian translations of documents issued by the relevant institutions showing, as applicable, the date of the road accident that resulted in the destruction of the vehicle, the date the vehicle was handed over to a specialized dismantling facility, the date the theft was reported to the competent authorities, and the vehicle deregistration certificate issued by the competent authority in the country where the vehicle was registered.

13.2. Duplicate payment

If multiple road tolls are purchased for the same vehicle and their validity periods overlap by at least one day, a refund may be requested by:

a) The current user, by submitting:

• a refund request (using the form available on the CNAIR website);

• a copy of the vehicle identification card;

• a copy of the vehicle registration certificate;

• a copy of the identity card or ID document – for individuals.

b) The former user, in the event that the vehicle has been sold, after the expiry of the road toll purchased by that user, by submitting:

• a refund request (using the form available on the CNAIR website);

• a copy of the document proving the sale/transfer of ownership;

• a copy of the document confirming that the vehicle has been removed from the seller’s tax records;

• a copy of the identity card or ID document – for individuals.

To obtain a refund corresponding to the overlapping validity period of the road tolls, the required documents must be sent by email to venit@andnet.ro, by fax to 021/264.34.82, or by post to CNAIR SA – B-dul Dinicu Golescu, no. 38, Sector 1, Bucharest.

13.3. Payment for a higher vehicle category

If the road toll was paid for a higher vehicle category than the category applicable to the vehicle under the classification set out in Annex No. 1 to the Ordinance, regardless of the vehicle’s configuration, the user may request a refund.

The following documents must be sent by email to venit@andnet.ro, by fax to 021/264.34.82, or by post to CNAIR SA – B-dul Dinicu Golescu, no. 38, Sector 1, Bucharest:

• a refund request (using the form available on the CNAIR website);

• a copy of the vehicle identification card and registration certificate;

• a copy of the identity card or ID document – for individuals.

If there is a road toll (rovinieta) in SIEGMCR for the registration number in question and it is still valid, it will be considered valid for your vehicle only if the vehicle identification number (VIN/chassis number) for which the road toll was issued is the same as the identification number shown on the registration certificate of your vehicle, and the existing road toll in SIEGMCR was issued for the same type of vehicle as yours.

If the two identification numbers do not match, or the type of vehicle you own differs from the type of vehicle for which the existing road toll in SIEGMCR was issued, the existing road toll is NOT considered valid for your vehicle, and the operator is required to issue the road toll you requested.

The only circumstances under which the road toll (rovinieta) fee can be refunded are those specified in the answer to Question No. 8.

For both Romanian and foreign users, if the vehicle’s registration number is changed, the road toll (rovinieta) remains valid only if the vehicle identification number (VIN/chassis number) was correctly entered when the road toll was issued.

If the vehicle identification number was not entered or was entered incorrectly when the road toll was issued, and the vehicle’s registration number is subsequently changed, the user must submit a written request to CNAIR SA to have the registration number amended in the SIEGMCR database.

To have the registration number amended, the user must visit one of CNAIR SA’s local offices with the following documents:

a) A written request, using the form available on CNAIR SA’s website;

b) A copy of the vehicle identification card (CIV) and the original document, for verification purposes.

The request will be checked on the spot and, if justified, the registration number will be amended in the database.

Once the registration number has been amended in the database, the CNAIR SA local office will issue, through SIEGMCR, a document confirming the amendment and the validity of the road toll for the new registration number, in two copies:

a) One copy will be given to the applicant;

b) One copy will be signed by the applicant and retained by the CNAIR SA local office.

Romanian users may also submit a written request to CNAIR SA to have the registration number amended. The request, completed using the form available on CNAIR SA’s website, must be submitted together with a copy of the vehicle identification card. Based on these documents and following verification against the registration authority’s database, if the request is justified, the registration number will be amended in the database within a maximum of 5 working days from the date the request is registered with CNAIR SA.

Users will be notified in writing by CNAIR SA of the outcome of their request within a maximum of 5 working days from the date the request is registered with CNAIR SA.

You can currently purchase a road toll (rovinieta) by SMS if you have a mobile phone subscription or prepaid SIM card with Orange, Vodafone, Telekom, or RCS&RDS.

To purchase a road toll by SMS:

1. Send a text message to 7500 containing the vehicle’s registration number, vehicle type according to the classification set out in Annex No. 1 to the Ordinance, and the requested validity period, as follows:

   For passenger cars (A) and goods vehicles with a maximum permissible gross weight (MPW) of 3.5 tonnes or less (B), send:

   a) the vehicle’s registration number and type (A or B), followed by 1 for a road toll valid for 1 day.
   Example: B00AJVA1

   or

   b) the vehicle’s registration number and type (A or B), followed by 10 for a road toll valid for 10 days.
   Example: B00AJVA10

   For all other vehicle categories (C–H), send the vehicle’s registration number and vehicle type (C–H) for a road toll valid for 1 day.
   Example: B00AJVC

2. You will receive a text message informing you that the road toll will be issued based on the information provided in the previous step.

3. Confirm the issuance of the road toll by replying with YES.

4. You will receive a confirmation text message containing the details of the issued road toll.

5. IMPORTANT: If, after receiving the SMS confirming the issuance of the road toll, you receive another SMS stating: “The road toll was not issued. The road toll issuance confirmation SMS could not be delivered. Please restart the road toll issuance process.”, this means that the transaction could not be charged by the mobile network operator and the road toll is not valid.

When you visit one of the points of sale operated by distributors authorized by CNAIR SA to collect the road network usage fee (road toll/rovinieta), you must provide the following information in order to purchase the road toll:

• provide the distributor’s staff with the vehicle’s registration number exactly as shown on the vehicle registration certificate;

• provide the vehicle identification number (VIN/chassis number) for road tolls valid for 30 days, 60 days, or 12 months, when requested;

• provide the vehicle type, according to the classification set out in Annex No. 1 to Government Ordinance No. 15/2002, as subsequently amended and supplemented.

After you provide the required information, the distributor’s staff will issue a document called a “partner copy”, which will be handed to you so that you can check that all the information entered is correct and certify its accuracy by signing the document.

If you notice that the information entered does not match the information you provided, return the unsigned partner copy to the distributor’s staff and request that a new document be issued with the correct information.

In this situation, the distributor’s staff is required to issue a new “partner copy.”

If the information shown on the “partner copy” is correct, you must sign the document. The distributor’s staff will then provide you with the “customer copy” of the road toll, which certifies that the road toll has been registered in the SIEGMCR database and which you should keep.

For both vehicles operating with temporary registration plates (red plates) and registered vehicles (holding a registration certificate rather than a vehicle registration certificate), the road toll (rovinieta) does NOT have to be paid.
