Registration is free of charge and only customers who have full legal capacity to enter into legal acts may register. In particular, the registration of minors is prohibited. The information that a customer must provide during registration must be complete and accurate.
Registration requires a valid email address. The customer must choose a personal, confidential password that must not be disclosed to third parties.

Each customer may register only once on portal.etoll.ro using an email address. The user account is non-transferable.
Having a user account created on portal.etoll.ro allows access to the TollRo application and its use with the same credentials.
Driving sessions and the sharing of a per-kilometre toll balance are carried out exclusively through the user account, the customer being responsible for the sessions started from it.
8. PAYMENT AND PAYMENT CONDITIONS
portal.etoll.ro automatically deactivates a customer's user account if it has not been used for an extended period of time. The customer has the option to reactivate their account on portal.etoll.ro.
The customer may pay fees through portal.etoll.ro only if they hold an active user account.
Payment can be made by adding the vehicle to a personal vehicle list. To add a vehicle to this list, the following information is required:
vehicle registration number;
country of registration;
vehicle identification number (chassis number);
registration certificate number.
By placing an order on portal.etoll.ro, the customer agrees to the form of communication through which C.N.A.I.R. S.A. carries out fee collection operations and the issuance of vignettes, bridge tolls or route tickets.
The order must contain accurate and complete data regarding:
the vehicle for which vignette payment is requested (registration number, chassis number, country of vehicle registration, the vehicle's emission standard, vehicle category as classified under Government Ordinance no. 15/2002 on the application of the usage fee and toll fee on Romania's national road network, with subsequent amendments and additions), validity period, and the start date of the validity period;
the vehicle for which bridge toll payment is requested (registration number, chassis number, country of vehicle registration, vehicle category as classified under Order no. 1836/2018 on setting the crossing fee recorded through the IT system for issuing, managing, monitoring, and controlling the vignette) and the number of crossings to be purchased;
the vehicle for which route ticket payment is requested (registration number, chassis number, country of vehicle registration, the vehicle's emission standard, vehicle category as classified under Law 226/2023 Order no. 1925/2025 for the approval of vehicle categories and the unit tariff level, with subsequent amendments and additions), the route to be travelled and the start date of the validity period;
the data required for invoicing, entered at account creation (available for update/modification in the relevant section of portal.etoll.ro).
Note:
In the case of legal entities, both at account creation and when placing an order through portal.etoll.ro, the customer's entered Tax ID (CUI) is checked against the database of the National Trade Registry Office to verify the company's status, namely whether it is still operational or not. If the company is no longer operational, payment of the vignette/bridge toll/route ticket/credits for per-kilometre tolling is not possible.
Given that certain liberal professions or those exercised under special laws are not required to register with the trade registry, payment of the vignette/route ticket/credits for per-kilometre tolling is not possible through portal.etoll.ro.
Once the order has been completed, the customer may no longer modify it; the placed order is binding and enforceable, and payment is mandatory.
The customer may place an order on portal.etoll.ro by adding the desired vignettes, bridge tolls or route tickets to the shopping cart, which will only be finalised upon payment via a valid bank card.
Adding vignettes, bridge tolls or route tickets to the shopping cart without completing the order does not result in their activation and, therefore, their validity.
C.N.A.I.R. S.A. will cancel an order placed by a customer with no further obligation of either party toward the other, and without either party claiming damages from the other, in the following cases:
non-acceptance of the transaction by the issuing bank of the card used by the customer;
invalidation of the transaction by the card processor approved by C.N.A.I.R. S.A.;
the data provided by the customer on portal.etoll.ro is incomplete and/or incorrect.
The invoice for the completed order will be issued based on the data provided by the customer, as entered at account creation or as updated/modified in the relevant section of portal.etoll.ro.
C.N.A.I.R. S.A. is not responsible and cannot be held liable for the provision of incorrect, incomplete, and/or false data by the customer.
We recommend that customers verify the data provided to C.N.A.I.R. S.A., on the basis of which the invoice for orders will be issued.
Vignettes and/or bridge tolls and/or route tickets will only be issued after the amount corresponding to the order has been debited from the customer's bank account, and the start date of the vignettes/bridge tolls/route tickets validity cannot be prior to this date. An exception applies to vignettes purchased for a vehicle registered in Romania, for which the validity start date may be up to one day prior to the payment date, provided the customer selects this option before placing the order.
In the case of a vignette, if the start date of validity is the current day, validity begins from the time of confirmation of the completion of the transaction by the payment processor approved by CNAIR S.A.
Issued vignettes and/or bridge tolls cannot be cancelled, and their value may only be refunded under the conditions set out in the Methodological Norms for the application, by the National Motorway and National Roads Company of Romania S.A., of the usage fee, approved by Order of the Minister of Transport no. 1463/2018, with subsequent amendments and additions.
portal.etoll.ro does not allow orders to be initiated or completed between the interval 23:45:00 - 23:59:59.
The conditions applicable to the route ticket and to the per-kilometre toll balance are set out in sections 9, 10 and 11 below.
9. ROUTE TICKET
The route ticket is purchased in advance, for a route defined by the customer through a starting point, any intermediate points and a destination, and is available only for vehicles which, according to their category and maximum authorised mass, are charged based on the distance travelled.
The amount due is computed on the basis of the taxable distance travelled on each category of tariffed road, of the tariff class of the vehicle and of its emission standard.
Before payment, the customer is shown the price, the taxable distance, the estimated duration and the validity of the ticket, these values being informative until the order is completed.
The toll is charged for the entire road segment, regardless of whether it is travelled partially or fully.
The route ticket becomes valid on the date and at the time indicated by the customer, which cannot be prior to the confirmation of payment, and remains valid for the period established by C.N.A.I.R. S.A. and displayed before payment.
It is valid only for the route, the vehicle and, where applicable, the trailer(s) for which it was issued, and it can no longer be modified after issuance. Any change of the route, of the vehicle or of the trailer(s) requires the issuance of a new route ticket.
A route ticket may be cancelled, with the refund of its value, only while its validity period has not started. Travelling on road sections other than those included in the route for which the ticket was issued is not covered by it.
Where a traffic restriction is reported on a road section included in the route of a route ticket, as well as before the expiry of the ticket, the customer receives a notification in the TollRo application.
The notification is for information purposes only and does not extend the validity of the ticket. The document of the route ticket, the invoice and its annex are made available in the customer's account.
10. PER-KILOMETRE TOLL AND DRIVING SESSIONS
The per-kilometre toll is paid in advance, as a balance from which the toll due for the distance actually travelled during driving sessions is deducted, and is available only for vehicles charged based on the distance travelled.
The balance may be topped up as long as it is active; a balance that has been fully consumed, cancelled or has expired is closed and is not reactivated by a subsequent payment.
The holder may share the balance with other users of the TollRo application, who may accept or decline the invitation; the sessions carried out by them consume the amounts of the holder, who remains the payer of the toll and the recipient of the invoices.
A session may be started only for an eligible vehicle from the customer's personal vehicle list, on an active balance available to them, if the customer has no other session in progress and if no other session is in progress for the same vehicle.
During the session, the TollRo application reports the position of the vehicle, and the amount due is computed in real time, on the basis of the distance actually travelled on the tariffed road sections and of the tariff class of the vehicle, and is deducted from the balance.
The cost displayed during the session is provisional, the final amount being the one determined upon the settlement of the session.
The session is stopped by the customer, from the TollRo application, or automatically, where the balance is no longer sufficient, where positions are no longer reported for a prolonged period of time or where the maximum duration established by C.N.A.I.R. S.A. is exceeded.
The customer receives a notification in these situations, as well as when the balance drops below the threshold established by C.N.A.I.R. S.A.
Continuing to travel on the national road network after the session has been stopped, without a valid tariff instrument, is done at the customer's own risk.
The consumption breakdown of each completed session and the invoices issued periodically for the consumption recorded are made available in the customer's account.
The unused amount of an active balance may be refunded upon the customer's request, except while a session is in progress against that balance.
Carrying out a session requires a functional mobile device, with the location permission granted to the TollRo application and an active data connection, the failure to report positions not removing the obligation to pay the fees due for the distance actually travelled.
11. LOCATION DATA (GPS)
The TollRo application collects the precise location (GPS) of the mobile device only while a driving session is in progress, continuously throughout it, because the fee is computed in real time on the basis of the distance actually travelled.
Outside an active session, the application does not collect the location of the device.
The location data are used for computing the fee due, for determining the position of the vehicle in relation to the national road network and to the tariff points, for verifying and confirming the use of the tariffed infrastructure and for the audit function of the system.
They are not sold or rented to third parties and are retained for the period necessary to fulfil these purposes and to comply with the applicable legal obligations.
The withdrawal of the location permission or the interruption of the reporting of positions during a session leads to the stopping of the session, without removing the obligation to pay the fees due for the distance actually travelled.
The detailed information regarding the processing of personal data and the rights of the data subjects is set out in the Privacy Policy available in the TollRo application and on the website.
12. BRIDGE TOLL VERIFICATION
Given that the automatic license plate recognition rate is approximately 95%, please note that there may be cases where your vehicles' license plates were not automatically detected; these cases enter the manual verification process, which ultimately produces an accurate record of the crossings made.
For this reason, it is advisable to keep your own record of your vehicles' crossings.
Through portal.etoll.ro, only bridge tolls paid/crossings made with vehicles registered in Romania can be verified.
13. CNAIR'S OBLIGATIONS
CNAIR will issue vignettes/bridge tolls/route tickets in accordance with the data completed by the customer at the time of placing the order, and only if they meet the conditions for vignette/bridge toll issuance and only after payment confirmation.
The customer will find the invoice and annex in the account created on portal.etoll.ro.
The customer will receive details of the payment made to the email address used to open their account on portal.etoll.ro, from the payment processor approved by CNAIR S.A.
