Toll-ro Information

The Route Ticket (TollRo Prepaid per Journey) is an electronic record registered in the database of the Romanian Electronic Road Tolling System (STRR). It certifies the payment of the TollRo fee for a vehicle, corresponding to a single crossing on a predefined route, within a specified time period.

It is primarily intended for occasional users or those who do not use an on-board unit (OBE) or the dedicated mobile application.

Features and Rules of Use

  • Time of purchase: The route ticket must be purchased and paid for before the journey is made on the Romanian SETRE network.

  • Issuance channels: It is issued through software applications interconnected with STRR.

  • Route identification: When purchasing the ticket, the user must uniquely define the route by selecting the point of origin, intermediate points, destination point, and travel date.

  • Validity period: The route ticket is valid for a maximum of 72 hours from the declared start date of the journey.

Important note regarding validity: Once the 72-hour period expires, the route ticket permanently loses its validity, regardless of whether the declared route was completed in full, partially, or not at all.

User Obligations When the Route Ticket Is Issued

  • Correctly and completely provide the vehicle details (registration number, maximum permissible gross weight (MPW), EURO emissions class), as stated on the vehicle registration certificate.

How Does the Postpaid System (SETRE) Work?

1. Service Contract: The user enters into a commercial contract with an authorized SETRE provider (an electronic road toll service provider authorized by CNAIR).

2. OBE Equipment: The SETRE provider makes a valid OBE device available to the user, configured for the respective vehicle.

3. Settlement of the Payment Obligation: Payment of the TollRo fee to the SETRE provider (based on periodic/postpaid billing) constitutes full settlement of the user’s payment obligation towards CNAIR.

What is Postpaid Toll per Kilometer (through SETRE Providers & OBE Equipment)?

The electronic tolling system operating under a postpaid model enables the automatic recording of the kilometers traveled on the Romanian SETRE network through an on-board unit (OBE) installed in the vehicle.

The vehicle’s presence on the road network is detected using satellite positioning technology (GNSS) and remote communication between the OBE device and STRR. The system is fully interoperable at European level through the European Electronic Toll Service (EETS).

What Are the Technical and Operational Obligations of a SETRE User?

To ensure the journey is recorded correctly and to avoid penalties for non-payment, the user has the following legal obligations:

• Data Preparation and Configuration:

  • Provide the SETRE provider with accurate user and vehicle information.

  • If the vehicle’s emissions class is not explicitly stated on the vehicle registration certificate, the user is required to configure the OBE to EURO 0.

  • Immediately and dynamically update the vehicle’s weight information (MPW) in the OBE before or during the journey (for example, when coupling or uncoupling a trailer), so that the equipment data reflects the actual vehicle configuration.

• Operation of the On-Board Equipment:

  • Ensure uninterrupted operation of the OBE device throughout the vehicle’s entire journey on the Romanian SETRE network.

  • Use the equipment exclusively in accordance with the SETRE provider’s instructions.

• Incident Management:

  • Travel restriction: The vehicle must not continue traveling on the tolled network if the OBE equipment malfunctions or is damaged during the journey.

  • Theft / Loss: In the event of theft or loss of the device, the user must immediately notify the SETRo provider so that the OBE can be added to the invalidation list. Any toll incurred through unauthorized use of an OBE reported as lost or stolen remains the user’s responsibility until the provider has been notified.

  • Post-Journey Corrections: If an OBE configuration error is identified at the end of the journey, the user must immediately notify the SETRo provider so that the TollRo fee can be recalculated correctly.
