What Are the Technical and Operational Obligations of a SETRE User?

To ensure the journey is recorded correctly and to avoid penalties for non-payment, the user has the following legal obligations:

• Data Preparation and Configuration:

  • Provide the SETRE provider with accurate user and vehicle information.

  • If the vehicle’s emissions class is not explicitly stated on the vehicle registration certificate, the user is required to configure the OBE to EURO 0.

  • Immediately and dynamically update the vehicle’s weight information (MPW) in the OBE before or during the journey (for example, when coupling or uncoupling a trailer), so that the equipment data reflects the actual vehicle configuration.

• Operation of the On-Board Equipment:

  • Ensure uninterrupted operation of the OBE device throughout the vehicle’s entire journey on the Romanian SETRE network.

  • Use the equipment exclusively in accordance with the SETRE provider’s instructions.

• Incident Management:

  • Travel restriction: The vehicle must not continue traveling on the tolled network if the OBE equipment malfunctions or is damaged during the journey.

  • Theft / Loss: In the event of theft or loss of the device, the user must immediately notify the SETRo provider so that the OBE can be added to the invalidation list. Any toll incurred through unauthorized use of an OBE reported as lost or stolen remains the user’s responsibility until the provider has been notified.

  • Post-Journey Corrections: If an OBE configuration error is identified at the end of the journey, the user must immediately notify the SETRo provider so that the TollRo fee can be recalculated correctly.

How can I pay for the road toll (rovinieta) by SMS?

You can currently purchase a road toll (rovinieta) by SMS if you have a mobile phone subscription or prepaid SIM card with Orange, Vodafone, Telekom, or RCS&RDS.

To purchase a road toll by SMS:

  1. Send a text message to 7500 containing the vehicle’s registration number, vehicle type according to the classification set out in Annex No. 1 to the Ordinance, and the requested validity period, as follows:

    For passenger cars (A) and goods vehicles with a maximum permissible gross weight (MPW) of 3.5 tonnes or less (B), send:

    a) the vehicle’s registration number and type (A or B), followed by 1 for a road toll valid for 1 day.
    Example: B00AJVA1

    or

    b) the vehicle’s registration number and type (A or B), followed by 10 for a road toll valid for 10 days.
    Example: B00AJVA10

    For all other vehicle categories (C–H), send the vehicle’s registration number and vehicle type (C–H) for a road toll valid for 1 day.
    Example: B00AJVC

  2. You will receive a text message informing you that the road toll will be issued based on the information provided in the previous step.

  3. Confirm the issuance of the road toll by replying with YES.

  4. You will receive a confirmation text message containing the details of the issued road toll.

  5. IMPORTANT: If, after receiving the SMS confirming the issuance of the road toll, you receive another SMS stating: “The road toll was not issued. The road toll issuance confirmation SMS could not be delivered. Please restart the road toll issuance process.”, this means that the transaction could not be charged by the mobile network operator and the road toll is not valid.

Where can I pay the fine for failure to pay the toll?

Driving without a valid toll constitutes a contravention and is punishable by a contravention fine.

Amounts collected from fines imposed for failure to pay the toll do not constitute income for CNAIR SA. Instead, they are allocated in full to:

  • local budgets, in the case of fines imposed on individuals;

  • the state budget, in the case of fines imposed on legal entities.

Fines are payable as follows:

  • Fines allocated to local budgets – these may be paid into the dedicated accounts opened with local public administrations*, at their cash desks, or at other public institutions authorized to administer these local budget revenues. They may also be paid online using payment methods administered, authorized, or accepted by local public administrations (e.g. Ghișeul.ro, if the institution to whose account the individual intends to make the payment is registered on the platform).

  • Fines allocated to the state budget – these may be paid into the dedicated accounts opened with State Treasury units, at institutions authorized by the State Treasury to collect such fines, or online using payment methods administered, authorized, or accepted by State Treasury units.

* Although fines may be paid into dedicated accounts opened with any local public administration in Romania, regardless of the locality in which it operates, the offender's citizenship, domicile or residence, or the place where the contravention was committed, it is recommended that individuals pay the fine into the dedicated accounts of the local public administration where they are domiciled.

Under these circumstances, since CNAIR SA does not manage these accounts or online payment methods, it cannot indicate in the contravention notices issued for failure to pay the toll:

  • the dedicated accounts of local public administrations into which individuals may choose to pay their fines;

  • the dedicated accounts of State Treasury units into which legal entities must pay their fines;

  • the online payment methods administered, authorized, or accepted by local public administrations and State Treasury units through which individuals and legal entities, as applicable, may pay their fines.
