General Toll Information

A toll fee charged to a vehicle based on the distance traveled on a road section, bridge, tunnel, or mountain pass that is part of Romania’s national road network, and according to the type of vehicle.

The system operates under a hybrid payment model, offering users a high degree of flexibility:

• Prepaid: The user can purchase a predetermined number of crossings (e.g., 1, 2, or 20 crossings). A prepaid crossing that has not been used remains valid for 12 months from the date of issuance, after which it expires.

• Retroactive Payment (Grace Period): To help ensure smooth traffic flow, particularly at the Fetești–Cernavodă toll station, legislation allows the toll to be paid after crossing the bridge, no later than 11:59 p.m. on the day following the crossing.

If the vehicle registration certificate lists both the registered holder and the user of the vehicle, the contravention notice will be issued in the name of the user.

Only if the vehicle registration certificate does not include the user's details will the contravention notice be issued in the name of the registered holder (the leasing company).

Driving without a valid toll constitutes a contravention and is punishable by a contravention fine.

Amounts collected from fines imposed for failure to pay the toll do not constitute income for CNAIR SA. Instead, they are allocated in full to:

  • local budgets, in the case of fines imposed on individuals;

  • the state budget, in the case of fines imposed on legal entities.

Fines are payable as follows:

  • Fines allocated to local budgets – these may be paid into the dedicated accounts opened with local public administrations*, at their cash desks, or at other public institutions authorized to administer these local budget revenues. They may also be paid online using payment methods administered, authorized, or accepted by local public administrations (e.g. Ghișeul.ro, if the institution to whose account the individual intends to make the payment is registered on the platform).

  • Fines allocated to the state budget – these may be paid into the dedicated accounts opened with State Treasury units, at institutions authorized by the State Treasury to collect such fines, or online using payment methods administered, authorized, or accepted by State Treasury units.

* Although fines may be paid into dedicated accounts opened with any local public administration in Romania, regardless of the locality in which it operates, the offender's citizenship, domicile or residence, or the place where the contravention was committed, it is recommended that individuals pay the fine into the dedicated accounts of the local public administration where they are domiciled.

Under these circumstances, since CNAIR SA does not manage these accounts or online payment methods, it cannot indicate in the contravention notices issued for failure to pay the toll:

  • the dedicated accounts of local public administrations into which individuals may choose to pay their fines;

  • the dedicated accounts of State Treasury units into which legal entities must pay their fines;

  • the online payment methods administered, authorized, or accepted by local public administrations and State Treasury units through which individuals and legal entities, as applicable, may pay their fines.
