If the vehicle registration certificate lists a leasing company as the registered holder, but also includes the vehicle user's details, will the contravention notice issued for using the Danube bridges between Fetești and Cernavodă without a valid toll be issued in the name of the holder or the user? I have received several contravention notices issued for the same vehicle, but with different dates on which the contraventions were committed. Do I have to pay the fine for each contravention notice?

If the vehicle registration certificate lists both the registered holder and the user of the vehicle, the contravention notice will be issued in the name of the user.

Only if the vehicle registration certificate does not include the user's details will the contravention notice be issued in the name of the registered holder (the leasing company).

Where can I pay the fine for failure to pay the toll?

Driving without a valid toll constitutes a contravention and is punishable by a contravention fine.

Amounts collected from fines imposed for failure to pay the toll do not constitute income for CNAIR SA. Instead, they are allocated in full to:

  • local budgets, in the case of fines imposed on individuals;

  • the state budget, in the case of fines imposed on legal entities.

Fines are payable as follows:

  • Fines allocated to local budgets – these may be paid into the dedicated accounts opened with local public administrations*, at their cash desks, or at other public institutions authorized to administer these local budget revenues. They may also be paid online using payment methods administered, authorized, or accepted by local public administrations (e.g. Ghișeul.ro, if the institution to whose account the individual intends to make the payment is registered on the platform).

  • Fines allocated to the state budget – these may be paid into the dedicated accounts opened with State Treasury units, at institutions authorized by the State Treasury to collect such fines, or online using payment methods administered, authorized, or accepted by State Treasury units.

* Although fines may be paid into dedicated accounts opened with any local public administration in Romania, regardless of the locality in which it operates, the offender's citizenship, domicile or residence, or the place where the contravention was committed, it is recommended that individuals pay the fine into the dedicated accounts of the local public administration where they are domiciled.

Under these circumstances, since CNAIR SA does not manage these accounts or online payment methods, it cannot indicate in the contravention notices issued for failure to pay the toll:

  • the dedicated accounts of local public administrations into which individuals may choose to pay their fines;

  • the dedicated accounts of State Treasury units into which legal entities must pay their fines;

  • the online payment methods administered, authorized, or accepted by local public administrations and State Treasury units through which individuals and legal entities, as applicable, may pay their fines.

After receiving a contravention notice, I noticed that the operator who issued the toll ticket entered the vehicle's registration number incorrectly. What should I do to have this error corrected?

If the toll was issued for an incorrect registration number and the registration number was not correctly amended within 60 minutes of issuance at the point of sale where the toll was purchased, the user may request that CNADNR S.A. correct the registration number in its database.

The request must be submitted in original form to CNADNR S.A., using the standard form available on the www.cnadnr.ro website, under Fetești Toll (E-Tarif) – Request to Change an Incorrect Registration Number, together with:

a) a copy of the customer copy document issued for the incorrect registration number;
b) a copy of the vehicle registration certificate or vehicle identification card showing the correct registration number;
c) a copy of the payment document.

Based on the documents listed above, CNADNR S.A. will correct the registration number if one of the following conditions is met:

a) The vehicle identification number indicated on the customer copy document matches the vehicle identification number shown on the registration certificate or vehicle identification card submitted by the user;

b) In the document issued by the distributor, in the case of Romanian users, the vehicle identification number is not indicated, and according to the records of the Directorate for Driving Licenses and Vehicle Registration, the registration number entered on the document was not assigned to a vehicle on the date the toll was issued;

c) In the document issued by the distributor, in the case of Romanian users, the registration number corresponds, according to the records of the Directorate for Driving Licenses and Vehicle Registration, to a vehicle for which payment of the toll is not legally required;

d) In the document issued by the distributor, in the case of foreign users, the registration number entered when the toll was issued contains an error of no more than two characters, and the vehicle identification number is also indicated.
