The road toll (rovinieta) is a usage fee that grants the right to use the national road network for the following categories of vehicles:

  • Vehicles designed and constructed for the transportation of passengers.

  • Vehicles designed and constructed for the transportation of goods, with a maximum permissible gross weight (MPW) of 3.5 tonnes or less.

  • Vehicles intended for mixed transport (passengers and goods in separate compartments) are classified as goods transport vehicles for toll-rate purposes.

What do I need to do to ensure that vehicles exempt from paying the road toll (rovinieta), in accordance with the applicable legal provisions, are registered in the database as exempt?

According to the provisions of Government Ordinance No. 15/2002, as subsequently amended and supplemented, the following vehicles are exempt from paying the road network usage fee (rovinieta):

  • Vehicles owned or, as applicable, legally used, according to the information recorded on the vehicle registration certificate, by:

    • units of the Ministry of National Defence;

    • units of the Ministry of Internal Affairs;

    • units of the Romanian Intelligence Service;

    • units of the Foreign Intelligence Service;

    • units of the Protection and Guard Service;

    • units of the Special Telecommunications Service;

    • the National Administration of Penitentiaries and its subordinate units;

    • public community services for emergency situations, regulated by Government Ordinance No. 88/2001 regarding the establishment, organization, and operation of public community services for emergency situations, approved with amendments and supplements by Law No. 363/2002, as subsequently amended and supplemented;

    • the National Company for Road Infrastructure Management – CNAIR SA and its subordinate units;

    • the State Inspectorate for Road Transport Control;

    • the Romanian Red Cross National Society;

    • public authorities/entities classified as ambulance services;

  • Vehicles owned, according to the information recorded on the vehicle registration certificate, by the National Administration of State Reserves and Special Issues and its subordinate territorial units;

  • Vehicles exempted under the international agreements and treaties to which Romania is a party;

  • Vehicles used for local public passenger transport through regular services;

  • Vehicles authorized for school transportation.

Starting from October 1, 2010, the vehicles mentioned above are exempt from paying the road network usage fee only if they are registered as exempt vehicles in the SIEGMCR database.

In order to obtain an exemption from the road network usage fee for the vehicles provided for under Article 3(1)(a)(viii)–(xii) and (b)–(e) of the Ordinance, their users are required to provide CNAIR SA, under their own responsibility, with a list of the vehicles’ registration numbers, accompanied by copies of their registration certificates.

In addition to the documents specified above for each vehicle, users are also required to provide copies of:

a) the certified copy of the Transport Certificate for own-account road passenger transport and, where applicable, proof of the use, under any legal title, of these vehicles, in the case of vehicles authorized for school transportation;

b) the route license, in the case of vehicles used for local public passenger transport through regular services.

The vehicles referred to in points a) and b) are exempt from paying the road network usage fee for the period of validity of the documents submitted.

For the vehicles provided for under Article 3(1)(a)(i)–(vii) of the Ordinance, their users shall submit to the General Directorate for Driving Licenses and Vehicle Registration (DGPCI) a list of the vehicles’ registration numbers, for the purpose of marking them in the National Register of Driving Licenses and Registered Vehicles as vehicles exempt from paying the road network usage fee and the toll.

Users of the vehicles referred to in paragraph (1) are required to notify CNAIR and, respectively, DGPCI, under their own responsibility, of any changes concerning vehicles that they own or, as applicable, are legally entitled to use.

Users may not consider a vehicle exempt from paying the fee until CNAIR has provided written confirmation that the vehicle has been included in the database or, as applicable, that the database has been amended.

In what situations can the road toll (rovinieta) fee be refunded?

CNAIR SA will refund, at the user’s request, the amount paid for the road toll (rovinieta) in the following situations:

13.1. Vehicle deregistration as a result of:

a) the vehicle being permanently withdrawn from circulation and stored in an appropriate facility, in accordance with the law;

b) dismantling, scrapping, or handing the vehicle over to a specialized facility for dismantling;

c) the vehicle being permanently removed from Romania;

d) the vehicle being reported stolen.

The user must send the following documents by email to venit@andnet.ro, by fax to 021/264.34.82, or by post to CNAIR SA – B-dul Dinicu Golescu, no. 38, Sector 1, Bucharest:

Romanian individuals/legal entities:

  • a refund request (using the form available on www.cnadnr.ro);

  • a copy of the vehicle deregistration certificate issued by the Community Public Service for Driving Licenses and Vehicle Registration;

  • a copy of a document issued by the competent authorities indicating, as applicable, the date of the road accident that resulted in the destruction of the vehicle, the date the vehicle was handed over to a specialized dismantling facility, or the date the theft was reported to the competent authorities;

  • a copy of the user’s identity card or ID document – for individuals.

Foreign individuals/legal entities:

  • a refund request (using the form available on www.cnadnr.ro);

  • authorized Romanian translations of documents issued by the relevant institutions showing, as applicable, the date of the road accident that resulted in the destruction of the vehicle, the date the vehicle was handed over to a specialized dismantling facility, the date the theft was reported to the competent authorities, and the vehicle deregistration certificate issued by the competent authority in the country where the vehicle was registered.

13.2. Duplicate payment

If multiple road tolls are purchased for the same vehicle and their validity periods overlap by at least one day, a refund may be requested by:

a) The current user, by submitting:

  • a refund request (using the form available on the CNAIR website);

  • a copy of the vehicle identification card;

  • a copy of the vehicle registration certificate;

  • a copy of the identity card or ID document – for individuals.

b) The former user, in the event that the vehicle has been sold, after the expiry of the road toll purchased by that user, by submitting:

  • a refund request (using the form available on the CNAIR website);

  • a copy of the document proving the sale/transfer of ownership;

  • a copy of the document confirming that the vehicle has been removed from the seller’s tax records;

  • a copy of the identity card or ID document – for individuals.

To obtain a refund corresponding to the overlapping validity period of the road tolls, the required documents must be sent by email to venit@andnet.ro, by fax to 021/264.34.82, or by post to CNAIR SA – B-dul Dinicu Golescu, no. 38, Sector 1, Bucharest.

13.3. Payment for a higher vehicle category

If the road toll was paid for a higher vehicle category than the category applicable to the vehicle under the classification set out in Annex No. 1 to the Ordinance, regardless of the vehicle’s configuration, the user may request a refund.

The following documents must be sent by email to venit@andnet.ro, by fax to 021/264.34.82, or by post to CNAIR SA – B-dul Dinicu Golescu, no. 38, Sector 1, Bucharest:

  • a refund request (using the form available on the CNAIR website);

  • a copy of the vehicle identification card and registration certificate;

  • a copy of the identity card or ID document – for individuals.
